Barred Driver Law & Legal Definition

A barred driver is generally a person who is prohibited from driving a vehicle. Laws governing barred drivers are governed by state laws, which vary by state. For example, in Iowa a driver may be ruled a habitual offender if convicted of three or more certain violations in a six-month period. Driver privileges may be barred in accordance with the Iowa Department of Transportation (Iowa DOT) point system.
