Secondary Qualifying Agent Law and Legal Definition
A secondary qualifying agent refers to a person who possesses the requisite skill, knowledge, and experience, and has the responsibility to supervise, direct, manage, and control the contracting activities on a job for which s/he has obtained a permit. His /her technical and personal qualification is determined by investigation and examination by the concerned department. The department issues a certificate of competency for contracting activities.
