According to 14 CFR 259.3 [Title 14 Aeronautics and Space; Chapter II Office of the Secretary, Department of Transportation (Aviation Proceedings); Subchapter A Economic Regulations; Part 259 Enhanced Protections for Airline Passengers [Effective Apr. 29, 2010.], Tarmac Delay means “the holding of an aircraft on the ground either before taking off or after landing with no opportunity for its passengers to deplane.”
