According to 19 CFR 4.7b [Title 19. Customs Duties; Chapter I. U.S. Customs and Border Protection, Department Of Homeland Security, Department of the Treasury; Part 4. Vessels in Foreign and Domestic Trades Arrival and Entry of Vessels] the term appropriate official means “the master or commanding officer, or authorized agent, owner, or consignee, of a commercial vessel; this term and the term "carrier" are sometimes used interchangeably.”
