According to 41 CFR 60-300.2 [Title 41 -- Public Contracts and Property Management; Subtitle B -- Other Provisions Relating to Public Contracts; Chapter 60 -- Office of Federal Contract Compliance Programs, Equal Employment Opportunity, Department of Labor; Part 60-300 -- Affirmative Action and Nondiscrimination Obligations of Contractors and Subcontractors Regarding Disabled Veterans, Recently Separated Veterans, Other Protected Veterans, and Armed Forces Service Medal Veterans; Subpart A -- Preliminary Matters, Equal Opportunity Clause], Armed Forces service medal veteran means “any veteran who, while serving on active duty in the U.S. military, ground, naval or air service, participated in a United States military operation for which an Armed Forces service medal was awarded pursuant to Executive Order 12985.”
