Arrival of a Vessel Law and Legal Definition
According to 19 CFR 4.0 [Title 19 -- Customs Duties; Chapter I -- U.S. Customs and Border Protection, Department of Homeland Security; Department of The Treasury; Part 4 -- Vessels in Foreign and Domestic Trades], the phrase arrival of a vessel means “that time when the vessel first comes to rest, whether at anchor or at a dock, in any harbor within the Customs territory of the U.S.”
