According to 43 CFR 7.3 (Title 43 - Public Lands: Interior; Subtitle A - Office Of The Secretary Of The Interior; Part 7 - Protection Of Archaeological Resources; Subpart A - Uniform Regulations), arrowhead means “any projectile point which appears to have been designed for use with an arrow.”
