According to 7 CFR 636.3 [Title 7—Agriculture; Subtitle B -- Regulations of the Department o Agriculture; Chapter VI-- Natural Resources Conservation Service, Department o Agriculture; Subchapter D -- Long Term Contracting; Part 636 -- Wildlife Habitat Incentives Program], at-risk species means “any plant or animal species as determined by the State Conservationist, with advice from the State Technical Committee, to need direct intervention to halt its population decline.”
