According to 34 CFR 606.7 (b) [Title 34 – Education; Subtitle B -- Regulations of the Offices of the Department of Education; Chapter VI -- Office of Postsecondary Education, Department of Education; Part 606 -- Developing Hispanic-Serving Institutions Program; Subpart A – General], the term base year means “the second fiscal year preceding the fiscal year for which an institution seeks a grant under this part.”
