Campaign planning is the process by which the combatant commanders and subordinate joint force commanders translate national and operational concepts through the development of campaign plans. Campaign planning is conducted when contemplated military operations exceed the scope of a single major joint operation Campaign planning may begin during deliberate planning when the actual threat, national guidance, and available resources become evident.
