Center for the Improvement of Early Reading Achievement [CIERA] Law and Legal Definition
The Center for the Improvement of Early Reading Achievement (CIERA) is a collaborative center of five universities, dedicated to improving children’s reading achievement through research-based solutions to persistent problems in learning and teaching in the beginning of reading. The members that form CIERA are educators from the Universities of Michigan and Virginia, Michigan State, with the Universities of Minnesota, Southern California, and Pennsylvania. CIERA is administered by the Office of Educational Research and Improvement and the U.S. Department of Education. CIERA aims to provide effective strategies for teaching reading.
