Certificate of public convenience and necessity is a permit issued by a public body that is charged with the supervision of public facilities, e.g., carriers or public utilities. It authorizes the holder of the permit to operate such a public facility within a particular area. The issuance of the certificate is made after application, notice, and hearing.
