Child abductions by strangers is an offense occurring when a stranger removes a child for criminal purposes or for rearing the child as their own. A stranger removes a child for the following criminal purposes:
1.for child sexual abuse, torture, or murder;
2.for extortion, to elicit a ransom from the child's caretakers; or
3.for slavery.
