Civil Service Commission Law and Legal Definition
The Civil Service Commission in the U.S. was established in 1883 in order to establish a merit system under which appointments to federal jobs are made. According to the Civil Service Commission, appointments are made on the basis of fitness as determined by the open and competitive examinations, rather than personal preference or political considerations.
