Claims Court [Court of Federal Claims] judge means “a judge of the United States Claims Court [United States Court of Federal Claims] who is appointed under chapter 7 of title 28 [28 USCS §§ 171 et seq.] or who has served under section 167 of the Federal Courts Improvement Act of 1982.” (5 USCS § 8331)
