A cloud ceiling is defined as “the lowest elevation at which the sky is more than 50% covered by clouds. In meteorological terms, a cloud cover that is "few" or "scattered" describes cloud conditions that cover less than 50% of the sky.” Glorvigen v. Cirrus Design Corp., 581 F.3d 737, 740 (8th Cir.
