According to 46 CFR 4.03-15(Title 46 – Shipping; Chapter I - Coast Guard, Department Of Homeland Security; Subchapter A - Procedures Applicable To The Public; Part 4 - Marine Casualties And Investigations; Subpart 4.03 – Definitions), the Commandant, U.S. Coast Guard, is that officer who acts as chief of the Coast Guard and is charged with the administration of the Coast Guard.”
