Comptroller of the currency is the chief administrator of the system of national banks in U.S. Comptroller of the currency promulgates rules and regulations for national banks. Such rules and regulations include:
a. approval of new national banks;
b. authorization of national banks to provide discount stock market brokerage services to customers;
c. consolidations; and
d. establishing branch banking by existing national banks.
