Congestion Management System [Transportation Law] Law and Legal Definition
According to 23 CFR 500.503 [Title 23. Highways; Chapter I Federal Highway Administration, Department Of Transportation; Subchapter F Transportation Infrastructure Management; Part 500 Management And Monitoring Systems; Subpart E Traffic Congestion Management System], ‘congestion management system (CMS)’ means “a systematic process that provides information on transportation system performance and alternative strategies to alleviate congestion and enhance the mobility of persons and goods. A CMS includes methods to monitor and evaluate performance, identify alternative actions, assess and implement cost-effective actions, and evaluate the effectiveness of implemented actions.”
