Congestion [Transportation Law] Law and Legal Definition
According to 23 CFR 500.503 [Title 23. Highways; Chapter I Federal Highway Administration, Department Of Transportation; Subchapter F Transportation Infrastructure Management; Part 500 Management And Monitoring Systems; Subpart E Traffic Congestion Management System], ‘congestion’ means “the level at which transportation system performance is no longer acceptable due to traffic interference. The level of acceptable system performance may vary by type of transportation facility, geographic location (metropolitan area or subarea, rural area) and/or time of day.”
