The constitutive theory of statehood is one of the several theories describing when a state should be recognized as sovereign. The theory defines a state or country as a person of international law when it is recognized as sovereign by other states. According to the constitutive theory, a state that does not have a permanent population can be a state when it is recognized by other countries.
