According to 19 CFR 10.212 [Title 19 -- Customs Duties; Chapter I -- U.S. Customs and Border Protection, Department of Homeland Security; Department of The Treasury; Part 10 -- Articles Conditionally Free, Subject to a Reduced Rate, etc.], “cut in one or more beneficiary countries” when used with reference to apparel articles means that all fabric components used in the assembly of the article were cut from fabric in one or more beneficiary countries.
