According to 18 CFR 39.1 (Title 18 -- Conservation Of Power And Water Resources; Chapter I -Federal Energy Regulatory Commission, Department Of Energy; Subchapter B - Regulations Under The Federal Power Act; Part 39 - Rules Concerning Certification Of The Electric Reliability Organization; And Procedures For The Establishment, Approval, And Enforcement Of Electric Reliability Standards), Cyber security Incident means “a malicious act or suspicious event that disrupts, or was an attempt to disrupt, the operation of those programmable electronic devices and communications networks including hardware, software and data that are essential to the Reliable Operation of the Bulk-Power System.”
