Designated Foreign Terrorist Organization [DFTO] Law and Legal Definition
Designated Foreign Terrorist Organization (DFTO) is a non-U.S. based organization determined by the U.S. Department of State as terrorist. Membership to a DFTO incurs legal penalty. Likewise, assistance and funding the activities of DFTO within the U.S. or by U.S. citizens would also incur legal penalty. However, a person who provides material support or resources to a designated organization, in order to incur penalty must know that the organization is a designated terrorist organization, or that the organization has engaged or engages in terrorist activity, or that the organization has engaged or engages in terrorism. The U.S. Secretary of State declares a DFTO as terrorist in accordance with section 219 of the U.S. Immigration and Nationality Act (INA).
