Development Cost Law and Legal Definition
According to 42 USCS § 3106 [Title 42. The Public Health and Welfare; Chapter 37. Community Facilities and Advance Land Acquisitions], the term "development cost" means "the cost of constructing the facility and of acquiring the land on which it is located, including necessary site improvements to permit its use as a site for the facility."
