According to 41 CFR 102-71.20 [Title 41 : Public Contracts And Property Management Subtitle C ; Federal Property Management Regulations System Chapter 102 ; Federal Management Regulation System Subchapter C ; Real Property Part 102-71 ; General ]Disabled employee means “an employee who has a severe, permanent impairment that for all practical purposes precludes the use of public transportation, or an employee who is unable to operate a car as a result of permanent impairment who is driven to work by another. Priority may require certification by an agency medical unit, including the Department of Veterans Affairs or the Public Health Service.”
