According to 7 CFR 786.102 [Title 7—Agriculture; Subtitle B -- Regulations of the Department of Agriculture; Chapter VII -- Farm Service Agency, Department of Agriculture; Subchapter D -- Special Programs; Part 786 -- Dairy Disaster Assistance Payment Program III (DDAP-III)], disaster county means “a county included in the geographic area covered by a natural disaster declaration, and any county contiguous to a county that qualifies by a natural disaster declaration.”
