According to 5 CFR 211.102 [Title 5 -- Administrative Personnel; Chapter I -- Office of Personnel Management Subchapter B -- Civil Service Regulations; Part 211 -- Veteran Preference], discharged or released from active duty means “with either an honorable or general discharge from active duty in the armed forces. The Department of Defense is responsible for administering and defining military discharges.”
