Pursuant to 49 CFR 8.5 [Title 49 – Transportation; Subtitle A -- Office of the Secretary of Transportation; Part 8 -- Classified Information: Classification/Declassification/Access], downgrading means “a determination by a declassification authority that information classified and safeguarded at a specific level shall be classified and safeguarded at a lower level.”
