According to 49 CFR 520.3 [Title 49 – Transportation; Subtitle B -- Other Regulations Relating to Transportation; Chapter V -- National Highway Traffic Safety Administration, Department of Transportation; Part 520 -- Procedures for Considering Environmental Impacts; Subpart A – General], draft environmental impact statement (DEIS) means “a preliminary statement on the environmental impact of a proposed or ongoing NHTSA action which is circulated for comment and review within and outside NHTSA.”
