Educational Functioning Levels [Education] Law and Legal Definition
According to 34 CFR 462.3 [Title 34 – Education; Subtitle B -- Regulations of the Offices of the Department of Education; Chapter IV -- Office of Vocational and Adult Education, Department of Education; Part 462 -- Measuring Educational Gain in the National Reporting System for Adult Education; Subpart A – General], the term educational functioning levels mean “the ABE (Adult Basic Education), ASE (Adult Secondary Education), and ESL (English as a Second Language) literacy levels, as provided in § 462.44, that describe a set of skills and competencies that students demonstrate in the NRS skill areas.”
