Essential Components of Reading Instruction Law and Legal Definition
According to 20 USCS § 6368 [Title 20. Education; Chapter 70. Strengthening and Improvement of Elementary and Secondary Schools ; Improving the Academic Achievement of the Disadvantaged; Student Reading Skills Improvement Grants; Reading First], the term "essential components of reading instruction" means explicit and systematic instruction in
“(A) phonemic awareness;
(B) phonics;
(C) vocabulary development;
(D) reading fluency, including oral reading skills; and
(E) reading comprehension strategies.”
