According to 5 CFR 532.401 [Title 5 -- Administrative Personnel; Chapter I -- Office of Personnel Management; Subchapter B -- Civil Service Regulations; Part 532 -- Prevailing Rate Systems; Subpart D -- Pay Administration], existing scheduled rate of pay means “the scheduled rate of pay received immediately before the effective date of a transfer, reassignment, promotion, change to a lower grade, within-grade increase, or revision of a wage schedule.”
