Failed State Law and Legal Definition
Failed state means an impaired state which also has several competing political ingroups in conflict within its borders or has no functioning governance above the local level. However, a central government facing an insurgency is not a failed state. If the important functions of government continue in areas controlled by the central authority, then it is not a failed state. An example of a failed state is Somalia.
