Family consumption allowance is the amount of consumption that can be purchased tax free under the FairTax and the FairTax prebate rebates the taxes on this amount of spending to each qualified household. Family consumption allowance is equal to the poverty level guidelines established by the Department of Health and Human Services (HHS), in addition and adjustment to eliminate the marriage penalty.
