According to 10 CFR 609.2 [Title 10 Energy; Chapter II Department of Energy; Subchapter H Assistance Regulations; Part 609 Loan Guarantees for Projects that Employ Innovative Technologies], Federal Financing Bank means “an instrumentality of the United States government created by the Federal Financing Bank Act of 1973 (12 U.S.C. 2281 et seq). The Bank is under the general supervision of the Secretary of the Treasury.”
