According to 38 CFR 21.3021 [Title 38 -- Pensions, Bonuses, and Veterans' Relief; Chapter I -- Department of Veterans Affairs; Part 21 -- Vocational Rehabilitation and Education; Subpart C -- Survivors' and Dependents' Educational Assistance Under 38 U.S.C. Chapter 35; General], first finds means “the effective date of the P&T rating or the date VA first notifies the veteran of that rating, whichever is more advantageous to the child.”
