The term flags of Convenience denote registration of vessels in foreign nations that offer favorable tax structures and regulations. Ships are always registered under the laws of one nation but are not always required to establish their home location in that country. A ship is said to be flying a flag of convenience if it is registered in a foreign country “for purposes of reducing operating costs or avoiding government regulations.” .
