According to 14 CFR 420.5 [Title 14 Aeronautics and Space; Chapter III Commercial Space Transportation, Federal Aviation Administration, Department of Transportation (Parts 400 to 499); Subchapter C Licensing; Part 420 License to Operate a Launch Site; Subpart A General], Launch Point means “a point on the Earth from which the flight of a launch vehicle begins, and is defined by its geodetic latitude, longitude and height on an ellipsoidal Earth model.”
