According to 7 CFR 58.1 [Title 7—Agriculture; Subtitle B -- Regulations Of The Department Of Agriculture, Chapter I -- Agricultural Marketing Service H1 (Standards, Inspections, Marketing Practices), Department Of Agriculture; Subchapter C -- Regulations And Standards Under The Agricultural Marketing Act Of 1946 And The Egg Products Inspection Act, Part 58 -- Grading And Inspection, General Specifications For Approved Plants And Standards For Grades Of Dairy Products H1; Subpart A -- Regulations Governing The Inspection And Grading Services Of Manufactured Or Processed Dairy Products, Definitions], 'Licensed plant employee' means “an employee of an approved plant to whom a license is issued by the Administrator to supervise packaging of officially inspected or graded product, perform laboratory tests, or perform other duties as assigned by the Administrator. A licensed plant employee is not authorized to issue any inspection or grading certificate.”
