According to 40 CFR 3.3 [Title 40 : Protection Of Environment Chapter I ; Environmental Protection Agency Subchapter A ; General Part 3 ; Cross-Media Electronic Reporting Subpart A ; General Provisions ] Local registration authority means “an individual who is authorized by a state, tribe, or local government to issue an agreement collection certification, whose identity has been established by notarized affidavit, and who is authorized in writing by a regulated entity to issue agreement collection certifications on its behalf.”
