According to 7 CFR 50.10 [Title 7—Agriculture; Subtitle B Regulations of the Department of Agriculture; Chapter I Agricultural Marketing Service H1 (Standards, Inspections, Marketing Practices), Department of Agriculture; Subchapter B Marketing of Perishable Agricultural Commodities; Part 50 Rules of Practice Governing Withdrawal of Inspection and Grading Services; Subpart B Supplemental Rules of Practice], mailing means “depositing an item in the United States mail with postage affixed and addressed as necessary to cause the item to be delivered to the address shown by ordinary mail, certified mail, or registered mail.”
