Mass Care Facility Law and Legal Definition
Mass care facility means a location at which temporary lodging, feeding, clothing, registration, welfare inquiry, first aid, and essential social services are provided to disaster victims during the immediate and sustained emergency period. For instance, in North Carolina, the North Carolina Department of Human Resources (DHR) through the North Carolina Division of Social Services (NCDSS) and the County Department of Social Services (County DSS) is responsible for shelter and mass care matters. Mass care capability also provides for pet care through local government and appropriate animal-related organizations.
