According to 38 CFR 38.600 [Title 38 -- Pensions, Bonuses, and Veterans' Relief; Chapter I -- Department of Veterans Affairs; Part 38 -- National Cemeteries of the Department of Veterans Affairs], memorialization means “any action taken to honor the memory of a deceased individual.”
