Military Postal Service Agency [MPSA] Law and Legal Definition
The Military Postal Service (MPSA) was established by the Department of Defense (DoD) and the U.S. Postal Service (USPS) as an extension of the USPS abroad. The mission of MPSA is to achieve postal service excellence throughout DoD by promoting the efficient, economical transportation of mail; by ensuring the effective operation of military post offices; and by providing sound management of the official mail program. The headquarters of MPSA is located at the National Capital Region. MPSA is subject to the U.S Postal Service (USPS) rules, federal laws, and various international laws and agreements for movement of military mail into over 85 countries.
The primary responsibilities of MPSA includes:
1. to monitor transportation funds dedicated to overseas mail movement;
2. to conducts DoD contingency planning;
3. to provides postal support to theater Combatant Commanders through Services' theater postal commands;
4. to serves as a proponent of DoD's cost control policy for DoD official mail; and
5. to serve as the functional director for military mail.
