Municipal charter refers to a charter that is constituted by a municipality. It is a legal document that establishes a municipality as a city or town. The charter is issued to a municipality in the nature of a constitution. Although municipal charter is inferior in rank to all state laws of every kind, it is considered to be superior to all ordinances enacted by that municipality.[North Bay Construction, Inc. v.
