According to 49 CFR 238.5 [Title 49 – Transportation; Subtitle B -- Other Regulations Relating to Transportation; Chapter II -- Federal Railroad Administration, Department of Transportation; Part 238 -- Passenger Equipment Safety Standards; Subpart A – General], PA system (or public address system) means “a one-way, voice communication system.”
