Pardon attorney is a Justice Department Lawyer who considers applications for federal pardons. The Pardon attorney prepares the Department's recommendation to the President for final disposition of each application. The pardon attorney will forward the application of promising candidates to the U.S. President for review. The duty of a pardon attorney's are discretionary, and s/he does not owe plaintiff "a clear nondiscretionary duty."
