According to 31 CFR 13.2 (Title 31 - Money And Finance: Treasury; Subtitle A - Office Of The Secretary Of The Treasury; Part 13 - Procedures For Providing Assistance To State And Local Governments In Protecting Foreign Diplomatic Missions), the term permanent mission means “a fixed continuing mission staffed by full time officers and maintained by a member state of an international organization.”
