Person with a severe disability is a person who has one or more physical or mental disabilities that seriously limit the person's functional capacities in terms of regular employment. It will be comparatively difficult for an individual with a severe disability to engage in gainful employment. Vocational rehabilitation of such persons requires multiple vocational rehabilitation services over an extended period of time.
